QUESTION:

What do the scholars of the Din and muftis of the Sacred Law state regarding the following issue: There are homeless people sat on the streets where we live in the U.K. so can we give money to them?

ANSWER:

بسم اللہ الرحمن الرحیم
الجواب بعون الملک الوھاب اللھم ھدایۃ الحق والصواب

One should not give any monetary donations to them because they tend to buy drugs, alcohol, etc. with the money that you give them, and one is to abstain from aiding in sin.

Just as it has been mentioned in the Holy Qur’ān,

{وَتَعَاوَنُوۡا عَلَی الْبِرِّ وَالتَّقْوٰی ۪ وَلَا تَعَاوَنُوۡا عَلَی الۡاِثْمِ وَالْعُدْوٰنِ}

{And help one another in righteousness and piety, and do not help one another in sin and injustice}

[Sūrah al-Mā’idah, 2]

It is in fact better if one comes across a homeless person and they ask for food, that one buys it and then offers it to them.
