What do the scholars and muftis of the noble Shari’ah say regarding this matter; Is it permissible to claim disability allowance for a child who apparently and physically is normal but has some attributes which are deemed as disabilities by the government such as Attention Deficit Hyperactivity Disorder (ADHD)?

If disability allowance is claimed for a child, who according to the government is eligible for it then the money claimed is totally permissible as there is no deception in this. The money claimed through lying and deception of even a non-Muslim is impermissible, however if there is no lying or deception then that money is permissible for you.
