What do the ‘ulamā say regarding the cutting of each other’s hair after the completion of the rites of ‘umrah?

بسم اللہ الرحمن الرحیم
الجواب بعون الملک الوھاب اللھم ھدایۃ الحق والصواب

This is permissible just as is mentioned in Bahār-e-Sharī’at that when the time arrives for the exiting of the ihram state, then at that time the muhrim (one in the state of ihram) can shave his own or another person’s hair, even if that second person is also a muhrim.
