بسم اللہ الرحمن الرحیم
الجواب بعون الملک الوھاب اللھم ھدایۃ الحق والصواب

If a person has not fasted during the previous Ramadan and this year’s Ramadan arrives, then the ruling is to observe the fard [obligatory] fasts of the current Ramadan. These fasts will be valid. The person must make up for the missed fasts of the previous Ramadan after the present year’s Ramadan is over.

It is mentioned in the famous Hanafi work, al-Durr al-mukhtar:

وَلَوْ جَاءَ رَمَضَانُ الثَّانِي قُدِّمَ الْأَدَاءُ عَلَى الْقَضَاءِ وَلَا فِدْيَةَ

Translation: “If the next Ramadan arrives, its fasts will take precedence over the missed fasts (of the previous Ramadan) and there is no fidyah [ransom] in lieu of the latter.”
