QUESTION:
What do the scholars of the Dīn and muftīs of the Sacred Law state regarding the following issue: there are no facilities for performing ablution whilst at College, meaning there are no seats or taps nor is there a Masjid nearby; would it be permissible for one to perform Tayammum?

الجواب بعون الملک الوھاب اللھم ھدایۃ الحق والصواب
Rather than performing Tayammum, it would be necessary for one to perform Wudu whilst at College, as there is water available there at all times.
Therefore, you should obtain water in a bottle from where drinking water is available or any other place and perform the ablution in the college gardens or toilets or any other suitable place. The college not having facilities for performing Wudu is not a legal excuse, however, in situations where it is absolutely impossible for one to perform his Wudu he may perform Tayammum.
