What do the scholars of the Dīn and muftīs of the Sacred Law state regarding the following issue: Is it permissible to touch the Qur’ān on a screen without Wudū’?

الجواب بعون الملک الوھاب اللھم ھدایۃ الحق والصواب

Yes! It is permissible to touch the Qur’ān on a [digital] screen without Wudū’ but it is better that one does Wudū’ then touch it, because there is a difference of opinion amongst the scholars; some say that it is permissible and some are of the opinion that it is impermissible. However, the correct opinion is that it is permissible to touch it without Wudū’ and that it is better to do Wudū’ then touch it.
