ANSWER:

الجواب بعون الملک الوھاب اللھم ھدایۃ الحق والصواب

A man must start shaving the pubic hair from below the navel and do so until the private parts. He must also get rid of hair around the private parts. It is permissible to shave hair growing on the thighs and the back but they are not included in pubic hair. Hair growing on and around the private parts up to the navel are included in pubic hair.

وَالْمُرَادُ بِالْعَانَةِ الشَّعْرُ فَوْقَ ذَكَرِ الرَّجُلِ وَحَوَالَيْهِ إلَى السُّرَّةِ

It is stated in al-Bahr al-Ra’iq, “Hair growing on and around the private parts up to the navel are known as pubic hair.”

[al-Bahr al-Ra’iq, vol. 1, pg. 50]

Some people do not shave the hair just below the navel but leave some area and then shave the hair. This should not be done at all. The pubic hair must be shaved from just below the navel until the private parts.

It is mentioned in Bahar-e Shari’at, “The pubic hair have to be shaved from right below the navel.”

[Bahar-e Shari’at, part 16, pg. 197]
